Rough-in while the walls are open, then back for fit-off once the tiling and the cabinetry are done. The same plumber both times, so nothing gets explained twice.
Rough-in
Waste and water set out to the plan, pressure on, and everything photographed before the sheeting goes up. Getting the set-out right at this stage is what stops a wall opening up again later.
Fit-off
Tapware, basins, toilets, shower sets and the laundry hooked up and tested. Wall mounted tapware in particular only lands flush if the rough-in was set out for the finished wall thickness, which is why the same plumber doing both matters.
